Competence Infrastructure as a Deployment, Sustainability, and Reliability Variable in Community Systems Engineering: An Engineering Evidence Synthesis

Abstract

The increasing complexity of engineering systems has shifted attention beyond physical
infrastructure towards the broader socio-technical factors that determine engineering performance.
While competence has long been recognized as important for engineering practice, it is generally
discussed as an organizational issue rather than as an infrastructure resource that directly
influences engineering outcomes. Building upon earlier conceptual work on Competence
Infrastructure within Community Systems Engineering, this study synthesizes contemporary
engineering evidence to examine its role as a deployment, sustainability, and reliability variable
across multiple engineering domains. An engineering evidence synthesis approach, informed by
the PRISMA 2020 reporting principles, was adopted to integrate findings from peer-reviewed
engineering literature and authoritative institutional reports published primarily between 2021 and
2025. Evidence was synthesized from infrastructure engineering, reliability engineering, resilience
engineering, energy systems, manufacturing systems, engineering management, and sociotechnical systems research. The synthesis demonstrates a consistent pattern across these domains.
Competence contributes to effective engineering deployment by supporting technology
integration, commissioning, operational readiness, and organizational learning. It strengthens
infrastructure sustainability through lifecycle management, adaptive maintenance, technical
capability, and institutional resilience, while enhancing engineering reliability by improving
maintenance quality, operational decision-making, fault prevention, and system recovery.
Collectively, the evidence supports the interpretation of Competence Infrastructure as a
foundational engineering resource that complements physical infrastructure throughout the
engineering lifecycle. The study extends existing engineering knowledge by consolidating
fragmented evidence into an integrated Community Systems Engineering perspective and provides
a stronger engineering rationale for incorporating competence explicitly into infrastructure
planning, asset management, reliability assessment, and engineering policy.
